Thank you Mr. President members am standing in support of this bill like a lot of the bills we've considered though it's not perfect, it's drawn just to address the needs of two specific groups, registrars of deeds and clerks of court, that are struggling to have an handle both in records as long as they were written in a paper age, now that they are operating in a digital age. To their credit, they come by the gentleman assembly for help. It's appropriate that we do help. It's even note worthy that they ask. We are in the midst of a state wide debate. Is the general assembly encroaching on the rights of other branches of government this bill suggests expanding that conversation or other branches of government encroaching on the general assembly. Some departments and agencies are making unauthorize open record decisions they are charging fees to the public so the public can see there own records. They are delaying responses taking weeks or months to respond to requests that should only need hours or days. The last time the general assembly did a serious comprehensive with you of open record source was 1995 two decades ago, before sun groves smart phones and wide spread email attachments. Back in 1995 the legislator said, the public records and information compiled by the agencies North Carolina government or

its subdivisions are the property of the people. Now the bill sponsors have pointed out their difficulty in applying from the paper age to the digital age we should do two things. Help them with this request of passing this bill and continue discussion. What records are public and what records are private? I have to wonder how we're going to enforce policies about minimum age to serve and mandatory requirement if the public is not allowed to note dates of birth [xx] specific information is public or private, should private information be redacted only on digital documents or on all documents? Should their private information be redacted only upon citizen request or at all times? This bill is stimulating questions well beyond the bill and therefore it's providing a service taking like a sign on the highway to tell us screaming down the road. We should pass the bill but only if only because of [xx] that are trying to do the right thing, then we need to decide. Do we want to slap through a proper records debate with agency after agency that request better help, and at the same time try to round up the renegade agencies, without bother to ask. Alternatively we can move toward a comprehensive further design for a strong open record to late North Carolina into the digital age Any further discussion or debate? Hearing none. Now why this is important is for two reasons, one is we all know that the common secretary has reached out and said that he has some time sensitive opportunities to attract new business to North Carolina and this will give him those funds. So that he can go out and take advantage of these opportunities and secondly what this will do is it's going to allow us time to do a comprehensive economic development package that is in the best interest of the state of North Carolina, so we will have few weeks or months here to work through this general assembly on a great economic development package for North Carolina, I appreciate your support. We are very proud that that community college it serves Miking, jackson, and Spring counties and in addition to the quarry boundary they have been working hard 1964 and they have an excellent program about four years ago they were named the forth best community college system in the country, and so we're really proud of that. Several years ago my wife and I were visiting Maine going up to the national park there, and we drove in with a North Carolina tag on my vehicle and the ranger asked me, where are you from in North Carolina? And I told him the good part, and then he asked me well where in the mountains do you live? And so ain't that right? And so I told him in the Franklin and he said well I went to school there at Southwestern Community college. And I asked him why did you go all the way from Maine down to Western North Carolina to their program? And he said it's one of the best in the country. They have international recognition for that particular program. We're really proud of it and I'm just here to honor the 50th anniversary of the program, and I commend this state materials as well thank you Mr. President. Thank you Senator.
