Fourth makes a changes to the Iran Divestment Act about when new certifications to the Treasurers office are required. Next it delays the moped insurance requirement until October 1st to give industry time to write policies and work out potential issues. Next it makes clarifying change to our recent efforts on coal ash to ensure that Duke energy provides three projects design to reuse coal ash for beneficial use. And lastly Ensures the Mohit school, The Eastern School for the deaf,and the North Carolina school for the deaf are expressly included in the states mission to offer early intervention services to children with disabilities. Lastly the house in conjunction with DCR removes certain parcels of state parks and nature preserves. This is consistent actions that will resolve date overlaps, Allow for minor road re-locations and utility easements and improve park management. As we try to become the most military friendly state. Members, house bill 992 basically is just a technical correction to the Hemp Bill we passed last year senate Bill 313, and basically what it does it actually clarifies the commission's work and the department of agriculture framework of how they wanna set up the scope of the industrial hemp commission as well as it allows for a few more members, to be appointed to the commission so that they are relative such as different types of soil scientists and experts that are know in the knowledge of trying to raise this new crop and basically that's pretty much it. The Bill goes into detail how this commission, will work, but there's nothing in here that is really outstanding, It gives the industrial hemp the ability to have rule making authority such as the board of agriculture currently has and I'll be glad to entertain any questions you might have but I would as for your support of this Bill, Thank you. >> Do we have an discussion or debate? Thank you Mr. President. This is a house bill that came over currently, the way the PU licensure process goes, you're required to get an engineering degree. And you're required to pass the fundamental examination and then you're required to get four years of experience and then finally take the PE exam to get your licensure. What this does is simply change the sequence of the licensure and it allows someone to come out of college, go ahead and take the fundamental test and go ahead and take the PE test when they are in an academic frame of mind and pass it as they recently get out of school and then they must obtain four years of experience, and then at that time they can get their PE license so it doesn't have anything to do with licensing other than the requirements other than allowing the sequence to change. that is that piece of it and then on the other side of it Senator Bingham had a situation in his county where farmers were hard to find. And so we're working with the [INAUDIBLE] Heat and Air conditioning Board he developed language that would allow local board of education to employ a licence plumber to perform maintenance and repairs on school property so no opposition from one of this industrial support thank you. Members the first part of this bill, I'm gonna have to go for my note, but the second part is our budget technical correction bill and I can go in that in a little more detail. The first part of this bill will require the PED or program evaluation division to identify and contract with an independent measurebility assessor to evaluate current or propose state programs when requested by the General Assembly. And as it was explained in the appropriations committee earlier this morning basically the house members said that this was when a request is to to do a state agency that is not always prudent to have her own folks here at the General Assembly do it without working with another assessor and basically that's what this bill the first part of this bill would do. And I can go into more detail if you like but that seems to be pretty much the jist of what this bill does. And then for the budget technical corrections I'm gonna just hit, I would have to say one I wanna thank staff both Mark and Karen's team for all they've done on this with the budget and so forth this year. But we have probably got the smallest correction bill that I've ever had the opportunity to work on since I've been up here in 2011 and so I'm gonna just hit the really the substance of the things that are what I considered to be significant and the rest of them are basically just technical fixes to the budget. Section 4.3 adds a reporting requirement to the principal preparation grant program and adjustes the administration call stipulations. Section 5.4 directs the DHHS to consult with DPI when studying for funding for slots for the NC preK program. Section 643 [INAUDIBLE] department of Agriculture use 10% of the healthy quarter store/g initiative money for administrative purposes. Section 8.1 transfers 5000 nonrecurring from the emergency response and disaster funds sto the governor office for litigation associated with House Bill 2, this was the governor's request. Section 9.1 provides a community college system with more flexibility for funds they receive for compensation increases. Section 10.2 lets DOA department of administration lease land to a third party for a training facility here in Raleigh on Peach street. And the rest of it basically is just purely technical in nature. I do have an amendment that I would like to run at this time Mr President and it should be on the dashboard. >> Okay we have that senator. Okay basically the amendment is what it says it does, what we've done we had appropriated $700,000 to try and renovate a gym at Tarheel ChalleNGe in Salemburg, and came to find out the gym was in such delapitaed condition and then [INAUDIBLE] to me the gym had already torn down. So this basically as allowing them as a fund code shift of the money. There's no additional money being added, it's just a fund code shift to allow them to use this money for new construction when they're at the appropriate time that they can, and I would ask for your support. >> Do we have any discussion or debate on the amendment? Members this amendment really addresses an issue that It was on last years budget, as you know when a transportation does projects throughout the state, they try to work with cities as it relates to moving utilities. But we changed the date in last years budget at the very end and one town in North Carolina Lenoir got caught in a situation where DOT has refused basically or did refuse to pay their share of this utility movement on a highway project. This fixes and we'll refund the town of Lenoir the DOT share of that particular project. That's what it does. >> Do we have any discussion or debate on the amendment? And I'll never forget when my dad dropped me off at your lumber mill. I think Senator Bingham and I are on the same page. When I first arrived here at the senate, Stan Bingham was my seatmate and we sat there and had many, many laughs for many, many hours about any and all things going on in the senate floor in our committees and Richard Stevens who is all the way in the other side, and there could have been two better colleagues to have learnt about the operations of the senate and how things worked and Stan for many, many years we've sponsored bills together, we've gone out to dinner together you've been a great friend a great companion and somebody who's sense of humor I will solely sorely miss.

And for Senator Rucho I got to know Senator Rucho we came back here after he had taken a little time off. But he was somebody that was always approachable. Somebody I could talk to openly and candidly, someone how from time to time helped me out on votes that I needed. And I appreciate that and I will always finally remember the two weeks we spent over in China together and the time that we really got to know each other one on one and I can't think of anybody who I know who I'm passionate about this state, who has a great sense of direction for where we should be moving and going and somebody who's principled who stands up for this convictions, well we might always agree I've always respected that and we spent many, many hours together in every redistricting carrying I can never make it to a place back in 2010 and so thank you both for your friendship, thank you for your advocacy, you for your service and I don't know at giving the discuss you may not be back tomorrow but I will be re-missed if I didn't say so and I guess that would be an opportunity to speak to some of the others who will be leaving as well.
