The senate finally I guess and around that position and so for that reason that provision was no longer needed to pay those separately the next section of the bill that was amended, basically was amended out, was Section C, 7.11 C had to do with the the [xx] section, I discussed this with Representative Saine. language that had to do with consultation on RFP's with a varietyof groups that we believe will be happening, anyway through the normal course. That particular provision was removed from what you saw earlier this afternoon. Section 6.1 that was in the area involving public instruction, and that will be page 13 of this amendment, that was removed because that provision is actually in a bill that is on the governor's desk, and we anticipate that bill being signed so that issue was dealt with there were two other changes and they may be the subject of subsequent amendments one was to add psychiatry or psychiatric residents to those individuals who would be able to qualify for the Mountain Area [xx], as some of you are aware, the position training money that was put toward the [xx] in the western portion of the state, there was a technical amendment added that just allowed for psychiatric residents to also to qualify for that program, and then the final amendment that was incorporated, either here or may be the subject of one of the sitting there is a change in the date or the revenue loss study committee I believe that is in the sub quarter amendment, for the revenue loss committee on study on market based sourcing, so other than those changes the bill is essentially is, was reviewed in the formal preparations committee earlier this afternoon, so I'll be happy to attempt to answer any questions that you might have and I would move the adoption of the Amendment. The gentleman from Harnett, Representative Louis is recognized for a motion. Mr Speaker, I move that the house do adopt the Conference Report for Senate Bill 119. Representative Louis has made for the house to adopt the Report for Senate Bill 119, the gentleman now has the floor to debate the motions. Thank you Mr Speaker, I know that members are now only getting to read this so I will talk slowly and go through first the provisions that are different from this Conference Report that one that left our chamber. Talking slowly is not particularly hard for me to do. Mr. Speaker, I will point out that the provisions that I'm going to list that are out of this conference report we discussed with the senate and advocated for the house but largely it was decided that the issues where indeed substitive and needed further review and can certainly can be considered during the May or April 25th, I should say session. The differences are as follows in section 34.5 in the bill that passed had clarified the substitute of changes to House Bill 562, the senate felt that that needed a closer review from a judiciary committee and therefore is not in this report. Section 35 which dealt with Parole officers buying there own service weapon. The senate also felt that required closer review from a judiciary committee, and therefore is not in this conference report, section 38.5 which dealt with the purchase of vehicles for purposes of scrap or parts only so I felt that was a substitute provision that needed review and also lacked any urgency, therefore it is out of this Conference report. Section 49 dealt with an employee definition that is a substitute of change, and it's out of this Conference report. Section 50 dealt with commission, language, it is out this Conference report. Section 51 when it left the house dealt with an employer's record and report of absence, the senate felt that needed further review as a substitute of change therefore it is out of this Conference report. Section 54.5 was an antic auto mobile per division. The senate felt that that was a substitute of change and also not an urgent change and could be reviewed in the short session, and therefore it is out of this Conference support. Section 54.5 this is the first section in this bill that is new it was not in the house report when we left here it is technical and clarifying changes to the historic preservation language section 56.2 also languish
from the senate deals with local owners says regulating ore and gas explorations, section 56.5 there is a change the house had established or the house had offer an amendment that allowed the creation of non-profit corporations the senate added only clarifying language to this the house position prevail the senate change some of the language section 58 is a policy session regarding allies[sp?] the senate felt that it was a subject of change and also that they can wait till May they will not have any impact prior to that therefore in this house section 59 which when they left the house, had a competitive bidding process for the ACT test or tested large. The Senate felt that was a substantive policy decision they also fear is was one that had largely already been made for this year therefore that provision is out and the ACT test will remain in the law. Section 61 was an LAA revision that was not accounted for in the budget Therefore it was out. Section 62 dealt with teacher and principal policy decision making. The Senate felt that was a subsititive issue it should be discussed in a policy committee therefore it is out section 67, when it left the house dealt with changing the reimbursement formula for AP testing. They are possible and frankly in the time we had an unquantifiable impact on the budget therefore it is out. Sections 74, 75 and 76 were all submitive[sp?] policy that can wait till made to be reviewed therefore it is out. Section 86.2 deals with the Environmental Review Commission. It is a technical change to switch County names to River Basin, it is in. Section 90.5 is an unpaved road improvement pilot program, that is in. Section 90.7 which corrects the county for our appointment. This was truly just an individual hadn't been appointed to a board in the wrong County was listed as her home County. That is in the Bill in section 91.2 which was technical changes regarding Senate Bill 279 which the house is not going to consider this section was no longer needed and therefore is out. The running tally is there were 22 total amendments pardon me there had been 22 total amendments between the House Rules Committee and the House Floor 12 of which survived intact in this Bill another one survives intact but slightly re-fined. Mr. Speaker I know members are still trying to peruse the Bill, we've talked about this Bill in rules. We've talked about the changes from when it was last debated in house floor. I think at this late hour, the best I can do, is to encourage members to vote for the bill and offer to yield to any inquiries that come forward. Thank you Mr. Speaker.
