So, as Chair stated earlier this week it was the chairs intention not to have any recorded votes. These are not these bills maybe properly added, they are just for concurrence, and so the chair intends to add them. Mr Speaker just request as we do the procedure if we could consult with the rules chair or with the clerk before you decide to add them to the calendar, I know you'll read them in and I think that might make things go a little bit smoother. Just over a year ago they entered a competition called E-cyber mission, e-cyber mission is a web based science technology engineering and mathematics competition offered by and sponsored by United States Army. The members of Apalache and science experiment team CJ Clark, Suzy Clark and Nathaniel Hardy working with team adviser Elizabeth hardy developed Spot all project withstands for seeking people over terrain remotely and features a quad copter that can seek wales people as well as work as an education recruitment tool, because of their hard work they were able to finish as the first place 8th great team from North Carolina and then as one of the three regional finals teams from the south east. They were also notified that the project was chosen to receive the prestigious steam and action grant which will help fund the creation of their prototype device and the production of educational and recruitment materials. OK, The Clerk will read. Representatives Hager and Presnell, House Bill 169 a bill to be entitled an Act to counties in which motor vehicles emission inspection are required . The General Assembly of North Carolina enacts.  Representative Hager is recognized.  Thank you, Mr. Speaker. This bill is a very simple bill it takes the. Does the gentleman have a motion? I'm sorry, speak on it, speak on the bill The gentleman is recognized. This bill is very simple, it takes the 48 counties that were designated to have vehicle emissions testing. This originally started in 1982, the other counties were added all the way to 1991. This takes 29 under those counties that no longer had issue with the ozone,

VOCs or the other issues that are in the Clean Air Act. It takes those counties out of the emissions testing. One of the reasons we want to do that, I've looked right now I'll read it from the DENA Report, a lot of you folks haven't seen a DENA Report. Let me read a catch of Nascet North Carolina has not, does not have any areas violating 2008 Ozone Standard for any of the National Ambient Air Quality Standards. In addition, this is a sharp contrast to the ambient air quality data where the Vehicle Emissions Inspectorate Program was expanded to 48 counties. At that time two-thirds the State's ozone monitor for violating the Federal Ozone Standard. At this point the 29 that we want removed, 23 of them are what's called Entertainment Counties, they have never had a problem, they never will have a problem. The other six are in what are called Maintenance Areas that are around the Metro-areas. We're not removing any of the counties that are currently have had had an issue with non- attainment, at this point we don't have an issue with attainment on the standards of North Carolina. We're going to move this back, and the reason we're doing this is because what we're doing in North Carolina is that we're having cleaner cars, we have better cars, better fuel mileage, better ignition requirements of this cars, most folks are upgrading to newer cars. In addition, we've closed a lot of power plants, in my own district, Clifiside one through four are some of the most polluting power plants which haven't been closed down. Others have been converted to natural gas. Burke station closed down in Rowland county, Riverbend has been closed down Gaston County right beside Mecklenburg County, Burke was replaced with a combined cycle combustion turbine gas plant so the air is getting cleaner in North Carolina and we don't have the issue that we had back in the 80s and 90s, so lets relieve our citizens from this burden they have and having to pay this every year. Some of our folks that can at least afford to pay $1, $2, $ 5 $15 on their power bill or their ignitions inspections bill. So with that Mr. Speaker I answer any questions. For what purpose does the gentle lady from Guildford representative Harrison rise?  To make a motion with respect to this bill. Lady is recognized to make a motion. Thank you Mr. Speaker, I'd like to make a motion that we refer this bill to the house environment committee if I could be recognized to speak on the motion please? The gentle lady is recognized to speak. Thank you Mr. Speaker. Ladies and gentlemen of the house this is a very important air quality bill and I appreciate representative Hager's [xx] I tried to speak about this before such a story but I think it's very important this bill is not even heard in the finance committee, has not been heard in the environment committee, this was an issue that relates to our state compliance with the cleaner act,  and with the state implementation plan of the clean air act, there was some chance that we're endangering federal funds. There are healthy risk associated with air quality that we heard about earlier this morning and house environment, asthma or heart conditions, [xx] conditions and and I think that this is a very important public health issue that deserves the deliberation of a committee that is designed to hear this and I all due respect to the finance committee they don't generally focus on environmental issues, so it would be my request that we move this to the house environment committee so that we can understand fully the impact and import of this Bill, thank you Mr. Speaker. If the members would just slide up if they want to speak on this motion please. For what purpose does the gentleman from Rutherford, Representative Hagar rise? Speak on the motion. The [xx] has to debate the motion. Thank you this motion is albeit, I think well intended, this bill comes with the recommendation of the report dated March 30th 2015 from our own data. The question is, our going to trust them to do their job, or we're not going to trust them to do their job? If you look at the data, data says that this bill is absolutely correct detective Dina has looked at the data, they've come with the conclusions, and their conclusions is as stated in the bill. We have precious little time as most of you know now, we are getting close to in session hopefully we do anyway. Senate is shutting down committees, we need to move this bill through the house today, which is what I recommend to the fittest motion. For what purpose does the gentleman from Gaston, Representative Gardner rise? To speak on the motion. The gentleman is recognized to debate the motion. I would also like to ask that we defeat this motion and pass this bill, through this gives more freedom to the counties that are being eliminated, it's already been vetted, recommended some of these initials, requirements and standards are species with thin reasoning backing them up and I would like to see this bill passed through today. I'd like to first address the gentleman

from Rutherford comments, and essentially what he's asking you to do is to aggregate our duty as an independent branch of government and just accept the recommendations of the executive branch, and that's not what we're hired to do. Whether you agree with the bill, or think you agree with it, or think you disagree with it, in the end we're paid not much but we are paid to come up with our own thinking, and not to accept either just the judicial or the executive branches word on legislation. In the end this is an environmental bill as much as any other issue that we did deal with here in the General Assembly environmental legislation can get very technical. It relies on a lot of scientific evidence, a lot of data that not all of us are qualified to do. Now I sit on the Environment Committee and arguably I'm not qualified too either, but a lot of both democratic and republican that I serve with on that committee actually are able to do that so let's be clear this is not a motion to lie this bill on the table this is a motion to send it to the environment committee. Where if after the folks both in the majority and minority look at it, they can see if there's any changes that they'll be made to it or perhaps improvements to further the intent of it and the end if the majority wants to move forward they'll have no trouble whatsoever moving it swiftly through that committee and then back on the floor or plenty enough time so let's do our jobs as an independent branch of government and also as an independent branch of government that as a committee set up to deal with this sort of issues i get it to the environment committee take a look at it voted out bring it back to the floor it could happen within a week. For what purpose does the gentleman from Durham Representative Luca rise? speak on the motion. The gentleman is recognized to debate on the motion. [xx] I support the motion that we send the bill to the environment committee first of all it's obvious to everyone that this is an environmental bill it's about air quality and it's relationship to public health and necessity of having this ignition test. Clearly that is an environmental issue we did debate in the finance committee some of these environmental questions only because it was the venue that we had and because it was clear from looking at the bill that it was supposed to go directly to the floor and we went around on this bill and it passed went to the floor but an example of what did not come up in the house finance committee and should be addressed and therefore we have only one place to address it with the assistance of staff is in the environment committee and that's this we are looking at counties that are very near the metropolitan counties that are subject to the vehicle test. Ask yourself in Chatham County. How many people from Chatham County drive to Durham or Wake County and add to the pollution in those counties for work? I would like staff to be able to tell us that. How many people in Chatham County go to Durham or Wake County for shopping? Again, must be a huge number but it didn't come up in debate and environmental staff could get us these numbers. The fact of the matter is unless you've figured out some way to say to the automobile owner, well do you spend 95% of your driving in Chatham County? Obviously you can't do that. So under this bill we would vet many, many vehicles that are used in the metropolitan counties. Contribute to pollution in the metropolitan counties to not be inspected. So you have one car here that's been subject to the test for good reasons, for public health reasons. You have another car here that came from China that's not going to be inspected yet it's contributing the same pollution. It's public health issue and I think if you look at Mecklenberg as I as I'm looking at my geography there must be plenty of people in Cleveland county, which is also on the list, that commute to Mecklenberg Countyfor work or they go to Mecklenburg county to shop. We know how extensive the shopping issues is because of the sales tax mechanism that the senate has sent forward to us, so we know there's plenty of shopping from the rural counties to the metropolitan counties. This issues were not discussed in finance,  they clearly need to be addressed or we don't know how many polluting vehicles we're putting on intometropolitan areas and it's Still another reason why we should send this bill to environment another support of the motion.

Recognize debate the motion.  Thank you Mr. Speaker, ladies and gentlemen of the house you know we pass laws in here sometimes it work and this happens to be one of them, we accomplished in some counties what we set out to do and in that case then what we have to do is reward our success in solving the problem rather than to continue putting the burden where it is not necessary. It can't be re instituted if it succumbs necessarily, please vote No on the motion. For what purpose does the gentle lady from Orange Representative Inster rise? To debate the motion. Recognized to debate the motion. Thank you Mr. Speaker. Members of the house just notice here that Orange county is a non-attainment area. I've always wondered why when we have so many environment friendly voters over there, why Orange County will be polluting and violating the Ozone standards and of course we're a pretty high rent district, a lot of the 16, 000 people who work at the hospital 16, 000 who work in the university drive from other counties and so I just like to underscore what Representative Luebke said that  not attainable anything can happen outside the County vehicles is owned, those vehicles need to be inspected in the Counties where they are licensed, and I also want to underscore the testimony we heard this morning in the environment committee about the critical health issues related to polluted air and also to comment on Rep. Avila's statement that we were a success, the inspections created the success and the inspections can keep the successes in place. We ought to put public health against convenience for our car drivers. So I urge you to vote for the motion. Let's send this to environment to take at it. For what purpose does the gentlelady from Buncombe, Rep. Fisher, rise? To speak on the motion. You're recognized to debate the motion. Thank you, Mr. Speaker. Ladies and gentlemen, one thing that has occurred to me in this debate is the idea that we are sort of arbitrarily choosing some counties and picking a new threshold over which another county must rise in order to get eliminated from having the pay for vehicle initial inspection and well I do know that this is something that I to be taken up in the environment committee and another obstacle that I can see is that this only takes us through 2018 and it's not take  into account the kind of population growth that maybe experienced in those counties that are going to be eliminated in the next couple of years and there are so many things that I think that this fails to address and so because of that I believe that we should vote to take this Bill back to the Committee that is tasked with looking at environmental issues. So, I urge you to vote for the motion, thank you. For what purpose does the gentleman form Burke Representative Black rise? Ask the Bill sponsorer question with reference to the proposed Amendment or propose motion. Does Representative from Robinson Representative Hagar yield? I do He yields Representative Hagar, I'm concerned that comment that was made by the lady from Gilford in putting forward her motion, suggested that we could be endangering federal funding, by going ahead with this amendment to the Statute, and I'm wondering if I'm reading something wrong that you maybe can clarify for me, but it seems to me on reading section three of the Bill that these changes won't take effect until the EPA has okayed the change, and if they okay the change, what funding is endangered? Chairman is recognized. Thank you.   They reserved great question this we've what's called stadium for station plan anytime we change the stadium station plan we've to Go back, and go back to the EPA for permission changes and stage a quotation plan. We've done that before and changes

we've had in this program, and we'll continue to have to do that even further. So I don't know of any, as long as we follow those rules, I don't know of any endangerment of federal dollars we would have. Speak on the limit when you get a chance also. For what purpose does the Representative from New Hanover Representative Catline Rise?  To see if the sponsor will answer the question. Does the gentleman from Rutherford yield to a question from gentleman from New Hanover I do. Yes. Thank you. I'm working on at the counties that were covered, but tell where did they come from? Thank you good question again came from, we actually from statute I asked Dina to report out on this and this is the report they came. and this was in both most of the option [xx] had two options there. Option A was 65, [xx] most of the counties I remember now for all you guys you have a 75 billion for federal clean air. This went down to 65, if you went down to the 65 part for a billion this counties could come out for now as most of them an option be with they would take a couple of counties from, let's say 73 parts for bureau of standards which is still below the federal  clean air standard. Does Representative [xx] oppose the second question? Yes. Representative [xx] yield? I do. He does, he yields. And there are some counties that are not mentioned in here They're correct representative [xx] they're not mixing it all because they're the non-attainment, they are what had been non attainary Wake, Mecklenburg, some of those folks that traditionally had the traffic, the cars [xx], the ozone problems because of having a lot of cars in a small area. And then there are other [xx] they don't have of omissions testing at all, so those are the two set, two pieces, or two groups that were left out [xx] Rise, why do you rise? To debate the Debate the motion. In any of our county, we actually were in non-attainment on sulfur dioxide, and I had to go to Washington to get an extra year so that we could come up with a three year average, and that was very terrifying because that would create a huge economic problem for New Hanover county, and we get it fixed. So I've been very involved in [xx] issues and then we've also got a ground level ozone sensor in any of the county that gets pretty close sometimes to the standard, and then I also was involved in a national committee group on trying to stop the national ozone layer levels from going down because it would put us in that compliance, and it won't be [xx] county, that'll be the counties around it so, I just have questions about it, I don't have any concern about lowering the cost and trouble on people that have automobiles but it's a big problem if we don't take a hard look at it and make sure that we don't put a county in that compliance. I support the motion to bring it to environment thank you. For what purpose does the gentleman from Pender, Representative Millers rise? To speak on the motion. Thank you Mr. Speaker and members in the Chamber, again the question at hand is whether we should send this legislation to Environment Committee and I was going to bring you guys up to speed about what this bill actually does and where it actually came from. In 2013 we charged Dina the actual technical experts on this purview of us actually satisfying the Federal Clean Air Act and clean air standards within House bill 74 which is Senate State Law 2013-1413 in section 26, we charged them without actually studying this matter. On April 1st, 2014 they came forth with an answer that actually put forth this legislation. They gave us two options. Option A, depending on what the EPA may or may not do in terms of the threshold of the air quality standards and regarding 70 parts per billion of whether 27 counties could be eliminated, or you actually can add four more depending on the actions of the EPA getting us to 31. Option B would have been to out the gate to do 31. What this bill currently does is the actual more conservative environmentally aspect is that it handles the 27. So again we could have the same discussion that I just gave in the last two minutes in Environment Committee, or we can actually do what we've already charged the actual technical experts back by way to study Deena[sp?] is actually said this legislation is actually permissible for us

to actually delete the Air Quality Act so I really don't see why we should have this discussion once again, if you guys want to hear it in the [xx] so be it, but that's the answer to the question I say we pass the bill today. Cleveland County cars tested were less than 1/10th are the cars tested in Wake county and even more less than that part of that 8% or 9% are the cars tested in Mecklenburg County, so you know where the problem home is almost 700, 000 cars last year were tested in Wake county ans about 700, 000 in Mecklenburg County, about 60, 000 were tested so far in Cleveland County, so it tells you where the problem is where the cars are, so let's not penalize our votes and send it to another committee, again we're getting close on time is going to be an issue that we keep hearing will sent to another committee, another committee, we're having the discussion on the floor, let's vote this amendment down and vote this bill out. It's going to take them a while to make back that money from that purchase, that capital outlay that they made to get that machine. And I just believe that giving them a little time to get that money back and make a profitable business before this law goes into effect helps the little guy, so I would ask you to oppose the amendment and leave the effective date of 2020 intact. The car itself checks for emissions and it won't run correctly if it is out of compliance so this time its over regulation does if it go away for everybody, but this is a good step. We send a bad massage because of removing unneeded regulation or we send a bad massage because we are saying listen the cost of living North Carolina is going to go down, you can now spend a little bit more money taking your family out to the AE putting into the economy doing something else with it, after all this what it is, there money they can do what they want also on need of regulations, of the 23 counties of what's called attainment in the areas there's five of them that have monitors the rest don't, guess what if this bill pass or when this bill don't pass there won't be going out there as important as much as that, they'll still be there of their magnitude counties five of the six of the magnitude counties we talked about in local areas have those monitor, they're not going pull those monitors out, they'll still be there. Thank you Mr. Speaker speaker this bill actually just implements something that's documented on page 21 of the first page, where it talks about the authority United States Congress and the United States Courts, have recognised that Eastern band of Cherokee Indians has possessing sovereign legal rights over their members and their trust lands. To put it shortly

the Eastern band of Cherokee is surrounded by North Carolina but is not part of it, Counties do not have the ability to levy personal property taxes on the lands or the personal property of Cherokee Indians living on tribal trust land that are held in trust for the Cherokee tribe by the US government. The purpose of this bill, the primary purpose is to make clear that counties do not have the authority to levy such taxes on non Indians living in the tribal trust lands in pretty least from the eastern band of the [xx]. Police, fire, water sour are all provided by the tribes the counties provide very little services within the trust territories what they have done in some cases as doing health inspections on non Indian businesses which are all on leased  tribal lands but the tribal councils can provide this service for non Indians they do for Indians that they currently operate on those towns. The only services that the counties provide other than inspections which are not required, is that they will hold non Indians who are arrested for some crimes on the tribal lands. The Cherucky[sp?] nation will pay for the prosecution of the crimes but I liken this to the extraterretorial agreements we have with foreign governments we have with foreign governments when our troops are stationed in other lands. The only exceptions to this are primarily crimes against women which the tribal courts will under federal law prosecute non-Indians within the tribal courts. There are children from Cherokee  nations that attend public schools, they are counties that are reimbursed under federal impact funds for the cost of the children, and the Cherokee tribe pays for the lunches for all Indian children attending public schools. So there'll be very little cost associated with this to the counties. The other change within this bill, is that tobacco taxes collected on the Cherokee lands will be handled in the same way that gasoline taxes collected on the Cherokee lands are currently handled. Thank you Mr. Speaker and ladies and gentlemen of the house thank you for taking your valuable time to discuss this bill as we learnt last night, is very important to a lot of people and lots of people have different feelings I was very much encouraged that I had members come to me and said they had certain feelings that came up as a result of these bill and it was interesting I think from the discussion on the floor that, many forks felt one way about what this bill does and many felt a different way, and I guess it depends upon your heritage and what your experience of your family has been and what you have been taught to believe verses what the facts are and it will be a lot of discussions about that, what are the facts show verses what the people believe and not want to be discussed any further, as regards to truth but I see additional problems with this bill as we look at it, first of all doesn't create any jobs except I guess as representative Glassier said it will create some jobs for some maternity who probably don't need any. Doesn't improve education in it, doesn't provide any health care for our citizens which seems to be important. Then get any closer to a budget and it appears with the system that here to for has worked apparently flawlessly. This bill has been sitting around since April no one has come forward and said it was an emergency yet instill that we are supposedly seeking a resolution to our budget and the question of Medicaid we don't have those in place. I don't think this bill has a priority to be taking our time but now that we are on it there's also another problem with this bill of course no one has asked for a physical note and I'll do that in due course, but we are creating a lot more work for our state agencies now as we take this authority, and create this procedure and require these definitions to be take over by our state agency, and so the question becomes what is this additional cost that we're putting on the state by the current version of this bill? Finally it may be that this bill is having the reverse effect as some people claim they are concerned about. I know in Durham we have a courthouse and a judicial center. The old courthouse and then the judicial center that was built across main street from it. And we have two statues in front of, one of which is the confederate Monument in front of the old court house and the judicial center built 30 years ago is right across the street. Both entrances open on main street so you would see these statues irrespective of which building you use, the old courthouse which is now the county commissioner's chambers and tax office, or the newer judicial center. Well subsequent to that, we have now built a 12 storey, new courthouse approximately four blocks away. So the question into the eliminally is, do the statues remain in the unused area? Where they will not be seen by the people that they were intended to be seen by because we can't move, we have to go through these new procedures that's unestablished, we don't know if it falls under that procedure or not, and does that enhance people's knowledge of the history, and now these statues now serve with the purpose they were intended. And so, these are the tight questions that apparently weren't considered in the third part of this bill before it was brought forward. Finally we can't hide from history today will be history, tomorrow. We can't freeze in time the history to people recall. Many of you may recall who this Lombard is our younger members won't know who he is. They don't know who he is and there's nothing you can do about it. You can't force this you can't make him, they'll know, they

were the heroes of their day and their childhood would make it to adulthood and so this chilling effect is just there. Now historical society will say we can't really have these type of monuments because we don't know what's going to happen to them because someone in their infinite wisdom in [xx] who would not have created them, would not have put all the fundraising activities, would not have done this study and the design work on them will now take control of them if we decide we want to honor people in our community and so now once again the effects of this bill aren't full filled, aren't fully known, aren't fully understood, but we're rushing through, as opposed to creating our jobs or taking care of the education, which should be an emergency issue, or the budget, or the healthcare. So finally this chilling effect I think will have the reverse or preserving history in North Carolina as our cities change, and tours patterns for visitation change, the very monuments that we say we're trying to protect from local control will now become irrelevant in the local history of our communities. So I hope that you would think about that as you decide how to vote on this bill in consideration of the fact that I believe this creates another unfunded mandate for local government Mr speaker, I'd like to be recognised to send forth an amendment. And while we may currently have inventories and lists of historical markers and monuments and such, because this is a new designation, we don't have an inventory of objects of remembrance. Because we don't of this inventory, we don't know which items are considered objects of remembrance and this is a lot of unanswered questions about what process should we use in the desposition of those items. So, what this amendment does very simply is it directs the Historical Commission to create an inventory of objects of remembrance in accordance with the definition as it's been said out in this bill that moving forward we know how to handle this issues, if it's an object to remember or if it's not. In addition this amendment does a second thing is that, once that inventory is completed should a town or a county find that something it  considers to be an object of remembrance but was not included by the Historical Commission, it gives them the ability to partition to the historical commission for their item to be included. So again, what this does is this creates an inventory of the new designation that this bill would create so that we know which process to use in dis-positioning an item and it also gives cities and counties the ability to have their items added, whether it was an oversight, or whether the commission didn't think it was appropriate, It gives them the chance to have item is added to that list if they see fit. I hope you'll support this with essentially, something I think clarifies and strengthen this bill, I hope you'll support it. Thank you. Many of you probably have some of his books are many of them, Americans finx, Finx founding brother his excellency. And he was riding in the preface of a new book and I thought it was very well stated and it's three or four pages how he is trying to expound upon this notion. So I won't read it all but he said it so well that I want to read a little of it. And he said viewing and judging the founding generation this could apply to probably through the mid part of the 20th century not just the founding generation. Viewing and judging the founding generation through the lands of our own values is inherently presumptive and presentistic much like evaluating the child rearing Practices of indigenous tribes in Samoa by the standards of Dr. Spark. There are two especially salient danger zones where our modern presumptions can most easily lead us astray. The first is our cradle conviction that democracy is the political gold standard, against which all responsible governments must be measured. The second is our political certainty, in truth recently arrived at, the racial equality is morally superior to any race based alternative. Neither of these modern assumptions would've been either comprehensible or credible to the founding generation. We need to remind ourselves that racial immigration in the United States was a mid 20th century idea that few if any of founders could have comprehended using our racial agenda on their mis politically correct but historically irresponsible and he notes that there were compromises made and decisions left incomplete at the founding of this country because to have pushed those at the time, would have kept the nation from having being created, the nation that brought about the changes that

we look back on it history now, and think we're inevitable and are proud of, but his point is you can't go back and apply to standards to people in history and hold them as bad or contemptuous because they didn't see things the way we do now we've made great progress, and I fear that a lot of people are starting to view the history of this great country in the wrong context they see things, they take things that were bad and they apply them and think oh, this was a bad history, but this was a great history. This country came a long when the notions of a great republic were not in practice in the world. Freedom grew up from tyranny and bondage over time and it took a great struggle in the history of this country has been the history of that struggle. Representative, representative Borris, the chair hates to interrupt the gentleman's passion in this speech, but would ask the gentleman try to contain the remarks more to the material of the bill. But Mr. Speaker this is the bill because I think the opposition is taking things in history in the present context out of that context, and they want it to be condemned when it should be seen in the vast tapestry that led this country to greatness and we should embrace the history, not forget it, and I thought a few months ago when we had the resolution on the concentration camp liberation that that was the sense of this Body that we have to preserve history, even the bad part to learn from it and to grow from it. And that's why I think this bill is important, and preserving historical artifacts and things that are historical in nature are very important and vital, and if they're lost we're losing something. We're losing something educational too, and I would just note that's the kind of thing ISIS does. They take over something, Palmyra a few weeks ago, and they destroy all the historical artifacts. We should preserve and be proud of them, know them in their context, know that there were people we had to fight a great civil war. The Founders were not able to put the machinery of government in place that led to historical ending of slavery, we fought a great civil war there're people in the Confederacy on the other side, but the beauty of the history is how many people sacrificed and died to bring the freedom that we now take for granted. So I wish we could see things in that context.  Mr. Speaker? Representative Blust, just a moment to suspend. Thank you Mr. Speaker, I don't have any amendment or any in-depth policy comments to share with you all, I just to share with you my personal feelings on why I'm going to vote against this bill. Now, I don't claim to speak on behalf of all black folks, but I've talked to my whole family about it, and they're all black, and they share of the sentiments that I'm going to share with you all this afternoon. I understand that there is heritage in history here in the state that we all need to I understand and appreciate and respect. Now my history, my family's history a lot of black folks history in dealing with the confederacy is one of oppression. Whether that be from slavery, whether that be form Jim Crow, but that is our history. That is our heritage as

it relates to these monuments and markers commemorating the confederacy. Now I understand that other families whose makeup might be different than mine, their heritage, their history as it relates to those markers and monuments might be different, they might not have a history of oppression, slavery or Jim craw, they might have a different and I understand and appreciate and respect that, you can't change that history, but what we can do is try to view history through the common and share experience. So if that monument of a confederate soldier holding gun fighting for his flag, fighting for his family, fighting for his heritage, fighting for his beliefs, understand that one person can view that monument through that lens, and another person would view that monument through a completely different lens that gun that he's using going into battle, that gun might have been turned on one of my ancestors, or one of someone else's ancestors. That is what we see when we see these monuments that is the emotions those are the passions that are evoked within us, okay? I cannot understand the passions that are invoked within you, because that is not my heritage. But I'm standing explaining to you my thoughts on what it means to me it means to forks similarly situated to me, but the whole time we've been having this debate, we've been talking about local control. We've been talking about, we've been talking everything in the world but what the issue is which is what this monuments mean to people, what is the history that this monument reflect, whose history this monument reflects. That's the issue that why folks are jumping up and want to do this, file this amendment and that amendment because we are not talking about explain. I'm not saying you have to explain to me, I would like to understand what you see when you look at the monument, and this is not a got you question, I would like to see what I would like to know what emotions you feel when you look at those monuments, because whether by statue we want to say that this monument is a work of art, this monument is a, I forget the particular terms, it's a memorial or a point of remembrance or whatever you can call it whatever you want to call it. Brown see oppression, brown people see[**] brown people see slavery. And so you can see that now, we're debating this bill and just last night another monument was defaced in down town, another monument was defaced last night. So I'm not condoning that, of course I'm not condoning the mocking statues and stuff like that, I'm not condoning that, but whoever did that is letting you know that what emotions were evoked in them. And I'm telling you we're going to see it all across the stadium until we start talking about what the amendment means to me and try to explain it to a person from a different background and listening to them and then letting them explain what the amendment means to them. That's what we have to do. That's a longer drawn out way to go about saying, hey, this is what those mimes means to me. I respect history but that's the reason why I'll be voting no.   For what purpose does the gentleman from Orange, representative Meyer rise? To debate the bill Mr. Speaker. The debate on this bill reminds me of a lesson that I learnt earlier in my marriage, which is that, you can't be excused from hurting someone's feeling just because your intention was to do something other than to hurt their feelings. The impact hurt their feelings, you need to apologize for the impact. And I apologize to my wife by saying, oh Dowie, you shouldn't be hurt because I didn't mean it that that way, I mean it some other way. But what I really did was to do something [xx] that apology doesn't carry much weight [xx]. That's not the Chair doing that guest of honor. Thank you Mr speaker in this case if intention is to

uphold the collective memory of sacrifice you have to recognize the part of the impact is reminding people who are descendants of slaves that they are still struggling for true freedom today. If your intention is to uphold a monument that is the symbol of values except what monuments do, and you don't want to let go that part of our collective history, you have to recognize that those monuments are currently being used as rallying points for people whose values are the most horrible forms of racism that we see in society today. If your intention is to calm a debate that is raging by passing this bill then you may want to recognize that the impact of this bill will actually fund those plans. I'm  not a descendant of slaved people. But I believe that if it's my job to end contemporary forms of racism is my duty to listen to them and understand how contemporary racism impacts their lives, and I would suggest that this that if you're someone who has the intention of ending racism and not being racist then you may want to consider the impact of pushing this bill through without accepting any amendments, without engaging the descendants of enslaved people in this chamber to ask them how can we both hold onto our history and end racism today, if you are serious about both hose things then I encourage you to vote no on this bill. For what purpose does the gentleman from Durham, Representative Luebke rise? Speak on the bill. The gentleman has the floor to debate the bill Thank you Mr. Speaker and members of the house, this bill troubles me a great deal, and to get to the bottom why and I think this bill should be set aside, we should not be voting on this bill and passing this bill today, and the reason why has to do with the context in which we find ourselves today. The question was asked yesterday why did this bill pass 48 to zero in the senate and yet it's causing such controversy and concern in the house? And the answer I think if you think about it, if all of us think about it is Charleston, the murders in Charleston have changes the terms of the debate and what is seen by monuments out there are now recognized by many in the public and many of us in this general assembly, in this house as symbols, and that the monuments are not just any monuments but at least of these monuments are clearly designated as confederate monuments. And it troubles me as we had second debate yesterday that no one in support of this bill said I think it's important that we remember the confederacy, and that we remember what the leaders of the confederacy we're fighting about. I wish someone would have said that, because then you would be engaging on the debate because the debate from those of us who oppose this bill, our debate is about the fact that what the confederacy represented. And if you've ever looked at some of this statutes that are in front of court houses a number of them will say lest we forget. They were put up in the first quarter of the 20th century by people who wanted white people at that time particularly the one of whites, to remember the civil war, and that the civil war was about trying to preserve slavery. And that is what's  not being engaged here in our debate. We are talking about monuments as if they aren't about anything at all.  But infact  they are are monuments that represent a defense of slavery. And so it should be of no surprise to any of us if you think that through, that 22% of the citizens

of our state, are deeply offended, or more so have deeper feelings  what this bill represents in terms of what it says to 22% of the people of this state. Now we don't care that you think about the confederacy as slavery. We aren't engaging on  that. well, I say we need to engage on that, and if we engage on that, we ought not be passing this bill today because we ought all of us and especially those who've supported the bill yesterday, be thinking about what message it sends to a significant portion of our state and a significant proportion of our colleagues here in the house. We just need to think in those terms, we need to think about what confederacy represented and what it means, when those monuments say, lest we forget. Members set this Bill aside or atleast rethink your vote yesterday and vote no, thank you. Mr. Speaker. What purpose does the gentleman from Wake, Representative Stein rise? Does Representative Lukey[sp?] yield for a question? Does the gentleman from Durham yield to the gentleman from Wake? I would. He yields. Representative Lukey[sp?] here in Lake County right down the street on Mcdowell Street on Nash Square, there is a statue of Josephus Daniel, facing The News Observer. The founder of The News Observer, secretary of the Navy what message does that statute give to you? Because he wasn't just a racist, he was the leader of the white supremacist movement and inspire the coup de'tat in Wilson throughout black republican government. What would you do about that statute? And that you, I think for representative Stam is important for those who look at that statute, and think about that statute to decide what it means, and whether it really ought to be there or whether not to be there that this general assembly not pass the bill that say that it can never be removed, and that's what to me that's statue and other monuments say is that we're saying it's alright to endorse those actions of the past by telling the rest of state that they may not remove that monument. For what purpose does the gentleman from [xx] representative [xx] rise To humbly debate the bill Mr. Speaker. The gentleman has forward to debate the bill Thank you this is not surprise that I'm against this bill, I will explain my reasons why, heard some very good debate from representative [xx] from this side and that side but let me tell you [xx] very kind, let me tell you in my terms what this monuments, what this memorioals mean to African/American people especially people who love this state, I grew up in this state, I love this state, grew up in Wilmington representative Stan when I think what you were talking about happened and I pulled my constituents so I'm not just talking for wrath anymore, when we see confederate monuments, confederate flags, we see oppression, we see the the history or marginalization of an entire race of people who were used to build the economies of the United States and of North Carolina, we see that, we see mistreatment, we see in our minds, symbols of hatred. Now let me clear, I love this state. I know the history of North Carolina. It's a great history but also we have to be aware of the sad, the bad part of our history the most heinous part of our history that we can't get away from, and so on this particular debate, I would like just to on your minds, it does not matter if we remove the statues, if we remove the memorials.

What matters this is what changes that we make in our hearts, what biases that we put aside for the 22% of citizens that look like me in North Carolina. That's the big issues we can't go back, but we have to move we have to address present conditions, we have inequities in education that we have to deal with, we have inequities and disparities in health between African Americans and white citizens of North Carolina. We have a wealth gap that we need to seriously come into these debate and deliberate how we can uplift every citizen in the state of North Carolina irregardless of their race, their origin, their nationality or anything else, and so for that reason, I'm going to oppose this particular bill, because I think it's time that we get away from the politics of destruction, and we talk about real subsidy debate to move the state of North Carolina forward so that every citizen can benefit and have well being, so thank you. For what purpose does the gentleman from Wake representative Dollar rise? To speak on the bill. The gentleman is recognized to debate the bill. Mr. Speaker, members of the house I do just want to return very briefly to the actual bill before us, I would remind members and the public as well that the first two sections of this bill involve the North Carolina in the United States flag in terms of the appropriate display there off as well as the appropriate proposal of the United States flag and the North Carolina flag, other provisions in here are updates to current statutes as well as protections of memorials and I want to mention that this bill as presented in the senate and as voted on unanimously in the senate the focus was veterans and honoring veterans. which is what this is really all about. It's Unfortunate the debate has moved in to other areas which while very important I would not take away from the importance of issues discussed on this floor today, but I would remind the members and the public that this bill is about monuments, it's about the flag, it's about veterans of all wars as well as other memorials that we have in the state and I would point this out, somebody might say well are any of these memorials actually threatened in some way? I would give just two very brief quick examples, we had a question here in Wade county, Larry that maybe for some was sort of humorous but the statue of sir Walter Larry for which our capital is named, it went through several years ago very Curious path trying to figure out where it would be? Where it would sit? And if you know Riley know that, that moved around quite a bit actually finally going to landed in a pretty good space for that and that is a good thing maybe even more serious example though is what a lot of people don't remember or seem to recall is that after World War 1 we had monuments to World War 1 veterans all over the country as well as all over our state and every county. A lot of those memorials were former military equipment and the like that ultimately got requested to be returned at the beginning of World War 2 for the purposes of being melted down and used again, and while I wouldn't question the decisions that we made at that time and why they made them, it is a sad loss to us and communities all over the state you see very little out there across the state and across this country commemorating World War 1 because all those memorials got taken away. This bill is about honoring veterans, it's about our memorials, it's about all of our memorials and it's about just wanting to make sure that we go through the appropriate procedure if something needs to be moved if some determination needs to be made and I will point out one other thing. This bill in no

way precludes anyone in here or anyone in the Senate from proposing legislation at sometime in the future if they have a memorial or a monument that they feel is inappropriate for some reason, they want that removed, they want that issue discussed. I've been here six terms those 12 years, I haven't seen those bills come forward in the past, maybe some folks would want to have those bills come forward in the future. But if someone wants to do that they are certainly free to do that. But until such a time, let us appropriately maintain, let's appropriately display our flag, when we retire our flags and protect our memorials, and that's what this bill is about. The lady is recognized to debate the bill.   I really hesitated to get up and speak and I can also said that so much of what I would have said has already been said but It would be a disrespect I think to my family and to my friends and my neighbors if I did not get up and say that I oppose this bill I had a constituent[sp?] to write to me and say well African American and I know you're a democrat but I want you to vote yes for this bill for what that gentleman did not know, he did not know my story and if I told you my story it would take a while but part of my story is if I told you my story I would be disrespecting my grandmother and my father and I would not do that today. Another part of my story is as a little girl sitting in a house voted up because there were people who did not look like me who were outside my home threatening to kill my family because my brother got upset because the in words was used to him in referring to his name when he came home, so as a little girl I was sitting without knowing what my state in life would be, also as a little girl I was so I was just confused about the fact that I had people come to my house that was not my father's brother or my mothers, sister, but they refer to my parents as uncle and aunt so if I tell you my story completely you'll understand why portions of this bill and not the portions that reference the flag or how we treat our veterans but the part about monuments are reason that I will have to vote against this bill. So I thank you for that, and I urge you to consider my story when you vote for this bill thank you. For what purpose does the gentleman from Scotland, Representative Pearce rise? When Representative Lucas spoke to you last week about this sensitivity, how sensitive that many of us were to this bill, I know he talked with you about it. I'm still amazed that knowing how sensitive to be was, I feel like it was disrespectful to the Charleston man who was assassinated and I just really thought being long time serving with this body, that we would just really took some time to calm everybody down, have a conversation, I know you have an obligation to the Republican Party to run legislation I understand that, perhaps Mr. Speaker I just thought that the timing is just bad, and Representative Luke has talked to you about that fact, that we need to try to get together, work together, but I just said that this bill is just really divisive and I just want to that today, I know you have to do your job Mr. Speaker, but I really wish that we could have just waited and not have this conversation for a while but I know you got to do what you got to do that Mr. Speaker, I know you tried it, you make an attempt to make decisions but I really wish that we could have waited to talk [xx]. Thank you Mr. Speaker, I just wanted to share that. To respond to the gentleman's question since it was inquiry Representative Pearson and certainly it's been an honor serving with you these past six terms that we've served. I do want to point out that this bill that is before this body is exactly the same bill that was passed unanimously by the senate in a bipartisan manner. I'm aware of the gentleman's referring to tragic list of events that occurred and no doubt that that's happened and I get to say that this bill

has somehow taken on a whiff of that. It is the chair's opinion that the bill simply is what it is and from the bill sponsors that the bill doesn't mean anything more or less than it did when it was a Senate Bill. Of course this is a Senate Bill it's not a House Bill with that being said I certainly understand the gentleman comments I hope that the gentleman understands that this Chair it tries to be mindful of all the views in this house and not always my speaker in my point and speaker of this entire house of representatives and within context that we will intend always try to be fair as possible at the same time the bill has gone through the process I guess the bill had been taken up a month sooner then this discussion wouldn't be happening can't say what would happen if we did it a month later but we all a victim of circumstances in a representative Pears. Yes sir For what purpose does the gentleman from Mecklenberg Representative Alexander rise? Speak on the bill. The gentleman has the floor to debate. I hope everyone has bee paying very close attention to what's been said on this floor yesterday and today because I think that when the ultimate history of our participation in the body politic of this state is written, this is one of the days and this is one of the debates that people will talk about. They'll talk about it because slowly but surely each one of us has been sharing some of our individual stories, our individual takes on things. If you would have come up to my office I would show you one of actually two of my objects of remembrance that I brought and put on my walls when I got here the pen and ink drawings of African American union soldiers from the Civil War Era, why you may ask brother Alexander why do you've such a militaristic thing on your wall, if you know anything about history and especially that period towards the end of the Civil War, you'll know that on the union side there was a tremendous push fremen among to join the military and to take up arms put against what they viewed as the depression going on in the self, put simply wanted to fight for the union and against slavery, but on the other side of Mason-Dixon line, there were also African Americans who, some of whom voluntarily wanted to participate in the confederate army. There were others who were impressed into the confederate army. Toward the end of the civil war, as President Lincoln and his advisers recognized that the contribution that black troops were making was invaluable towards moving the union towards victory. On the other side, the confederates were likewise beginning to realise that if they indeed were to allow black soldiers into the confederate army as the day we're going to be in the process of fundamentally changing what the confederacy had started out being set up for. Now you may say that [xx] a tremendous digression from what we are debating today, but I haven't been, not really. Because all of that is part and parcel of the history of North Carolina. It is as much my history as it is your

history and some of the problem here I believe is that we, each of us has a different [xx] on a piece of that history. My emphasis seems to be on the struggle of my african american ancestors to be treated equal, to through off the bounce the shackles of slavery. To fight against Jim Crow I said yesterday, that fundamentally this is not a bad bill, it sets up a process, a procedure. The problem is the optics, it comes at the worst possible time. It comes after the killings in Charleston. It comes after the confederate flag has come down in Colombia. And you cannot separate those events from what we're going to do here in a few minutes. What we should do is it this measure you set, what we're going to do is read this measure up or down. At this time, in this place, with this turn of history, I cannot in good conscious vote for this bill, and I urge those of you who voted for it yesterday, to reconsider and to think how your vote is going to resonate down the house of history and across this United States. Please join me in voting against this bill. For what purpose does the gentleman from Cumberland representative Glazier rise? To debate the bill Mr. Speaker. The gentleman has the floor to debate the bill. Thank you Mr Speaker first a word of thanks to the Speaker for allowing this debate, there're times when we haven't done that always over the years and I think that, that takes it's own set of courage and I appreciate that happening. I'm going to put my points to three points and with a plea to the end first I go back to a point that Representative Alexander has eloquently made about the idea behind the bill of setting up a process is a good thing. The problems starts though with something that I hope we can resolve over time and that is the definition of the object of remembrance. I mentioned this briefly yesterday but I want to highlight it. The other states that have passed this bill have a much more one definition that focuses on the Military History and the Veteran issues, which are legitimate focuses I think. This goes far beyond that and so the first problem we've is we're setting up a process because far beyond, what may be the intent of many on this floor to do and that therefore involves a whole different setup of issues, physically and a from our responsibility point of view. Second we've got in to this discussion of monuments and I want to highlight for me why I have pushed the issue yesterday and we'll continue to about the locality control, and something that I hope has resolved before we leave session perhaps in a different vehicle to do that. When a lot of these monuments were erected, society wasn't mobile, communities were more homogeneous. They were communities that had existed perhaps for decades if not centuries together. That has changed over the last 50, 60, 70 years. As have communities and anyone who lives for example in a different state in New York, as my wife's family used to, there were parts of areas around the New York City that used to be one nationality or ethnicity that have completely turned over time. We're experiencing that same thing in North Carolina. So, let me give you two examples of what I think. The process set up here that excludes localities from much of the decision making is wrong, but I want to take out of the process of the issue of union and confederacy and black and white.

Let me give you a different example, assume we had a community that was inhabited by a number of immigrants from Germany, as number various for example were around Chicago were and they set up memorials to honor German war solders because that's though their heritage was, but assume over the course of 20 to 30 or 40 years their areas changed, and now a number of Jews were in the majority and it's post world war two now and they walk to the court house to see the soldier or the memorial to German solders their and what they see isn't a German soldier they see visions of the Holocaust. Should the community that's now a majority of American Jews have to go pass that memorial and have no opportunity without going to the state legislature to change who they choose to honor in that community well I think I can convert that up to where we are today assume a county in North Carolina in 1920 when a statue was built was predominately white and but over time it has now predominately become African American and so while the memorial erected in the 1920's made perfect sense for the community that inhabited that land it may send as you've heard on this floor very different message to the community that actually lives their now and for a community to now live their and be told they have little say in what stays their I think it's the fundamental miss courage going on it rep resolvable miss courage it is pressingly why I urged yesterday that South Carolina and Tennessee and Mississippi how have erected this statutes have waver provisions, the result of where we are I think is that it appears sadly that this bill will pass and we live it then on the door steps of the Governor of the state of North Carolina to make his decision. He would either have to allow this to become law or veto it, and try to repair the damage that's been created, I certainly will encourage him to choose the later course, a course that I think is avoidable, but in the meantime perhaps in a way to avoid that confrontation, it maybe useful for us all to get together out of the chambers and maybe frankly over dinner somewhere, and try to work through the emotions that had been incredibly, articulately and eloquently presented on this floor they are very real, the problem it still creates are very real, the solutions are available. It's a question of sort of the will power to do that as a body, and I think we do owe that obligation to the current state, and as Representative Floyd said eloquently to future generations and I hope we take that opportunity to do that, thank you Mr. Speaker, thank you members, I would be voting no on this bill as it exists today. For what purpose does the gentleman from Wake Representative martin rise? To debate the bill. The gentleman has the floor to debate the bill. Thank you very much Mr. Speaker, members I rise in opposition to this bill, and I rise to oppose this bill as someone who could probably make a claim as having as much confederate heritage as anybody. One of my great great great grandfather James [xx] was a civilian killed by Yankees on the doorstep of his home in Ansen County. My wife's great great great grandfather, Able Bellock was drowned by the Yankees as a civilian in South Carolina. I think some of my ancestors perhaps are rolling over in their graves that I married the daughter, I guess the daughter who's half Yankee, her father's from New York. And I wanted to talk I think about one of the points that Representative Alexander and Representative Baskerville alluded to, and particularly my friend from Mecklenburg talking about why folks go off to war, and I think this is something can I hope speak with at least a little bit of credibility. Young men and now young women go off to fight for a variety of reasons. Perhaps it's for a cause, for an issue, to defend a way of life, a way of life that involves the enslavement of other human beings. Perhaps it's out of pride, a desire to prove themselves or in so many cases, and as was my motivation they attacked my country so I'm going to make them pay.

I do not know what it was that led my great great grandfather Lieutenant Colonel Thomas Lowe to go off to war, at all. I have no record of his motivations and why he served in the Confederate Army. I do know that he was killed in Richmond leaving behind a one year old daughter, my great, great, great grandmother. But I don't know why he did that and I don't think we can make a blanket judgement on how we memorialize the people that made those decisions and what those decisions are, but I do know as Rep. Baskerville so eloquently said that we today have to remember that the way we choose to memorialize those people has meaning today. Symbols matter and Mr. Speaker, as others have said, that is what makes difference between when the Senate took their vote and when we in the House are making our vote. We have had a terrible, horrific reminder that symbols matter, and we Mr. Speaker in fact are not victims of circumstance, we as a separate body of the assembly have the power to pause, to make a more informed decision, to recognize that we've been reminded of an important fact and we're obligated to act upon that reminder. Now, I don't know what the answer is on what to do about the monuments to Confederate soldiers throughout our state, but I do know that I do not represent the ancestors that I named at all, they're all dead and I don't represent the descendants of those perhaps that they enslaved, but I do know that for the living, the descendants of the slave owners, the descendants of the slaves, the descendants fro those who fought for the who perhaps did not own slaves, I represent their descendants and I do know that what the incident in Charleston has taught us and reminded us something  we never should have forgotten that one of the greatest issues and perhaps still today, the greatest issues facing our country and certainly our state is racism. Racism is a scourge that continues to beat down the descendants of the enslaved from civil war days and before and racism continues to be a cancer on the soul of all of us, white, black and any other race in North Carolina, and until we acknowledge that and seek to fix that it will continue to eat away at our souls. So let me talk more about the specifics of this bill and why the process in this bill is a problem. If we're going to heal the racism the deeps in our soul it's going to happen at a one to one level with a black seat mate and a white seatmate. A black neighbor and a white neighbor, a black member of the town council and a white member of the town's council. This healing must happen at the lowest possible level and the problem with this bill is that it takes away from our communities in North Carolina the opportunity to have those conversations and to promote that sort of needed healing. I wish we had the opportunity to push polls and find a process to bring about those discussions at the local level. To not act rashly to start to tear down every confederate monument in site, but to start the discussions about how we best can deal with it. I don't' think we are going to promote healing with the process in this bill kicking it up to the bureaucrats in Raleigh, I'll be voting against this bill because I do not think it will encourage the desperately needed healing that the soul of our state and community is needed. For what purpose does the gentleman from Deer representative Tom rise? To debate the bill. The gentleman has the floor to debate the bill. This bill is not a bad bill. It is, I would agree, bad timing. Being debated in the house while motions are running high, makes this bill appear different than when it was debated in the senate. Today the bill is presented against the back drop of visceral reactions to a horrible tragedy. This tragedy has sparked a needed

discussion on what parts of our heritage should be preserved and what parts should be shunned, in April when this bill passed, the senate with unanimous vote it was looked upon as a way we ensure to continue to honor our military and veterans through process that gives due consideration to honoring those that deserve a respect and remembrance. To me this is exactly why we should pass this bill, when we are upset we have a tendency to make broad based knee jerk reactions that sometimes throw the good out with the bad. This bill establishes a process of consistency within the state that allows us to look at how we present our cultural heritage in North Carolina. The larger debate has been centered on the civil war on the symbols and monuments that are associated with this conflict, we should and must look at how, as a state, we present this war today and to future generations, there're were soldiers that fought that war because they believed in state right, but certainly, there're were those who fought to preserve a system of persecution and subjection. I'm sure there memorials that tell the wrong story, whether born of anger, hate and resentment or corrupted by individuals or groups to present the same message there're likely monuments in this state that no longer reflect the values of the people of North Carolina but we should careful on how we deal with these monuments. Erasing them entirely, risks losing the reminders of our mistakes and might allow us, in the easier path to repeat unforgivable parts of our history. Perhaps, plats set next to them explaining the context might be a more effective approach. We need a a consistent process that safeguards us from overreactions but also allows us to re-examine our past with the lenses of our values today, this feels such a responsibility discussion with the legislature, I can think of no other authority or organization or local buddy that I would prefer that we give this authority therefore I ask you to vote for this bill so that we will have a predictable process for adjusting our past and our future Mr speaker, gentleman from Orange Representative Meyer rise?   May I ask a question?   Does the gentleman from [xx] yield to the gentleman from Orange?   I do He yields Representative [xx] you suggested that these monuments may no longer reflect the values of the people of North Carolina, do these monuments ever truly reflect the values of the people of North Carolina, all people? I don't know that's a fair question to ask me I wasn't there and wasn't part of the group that put it up there, I don't think that there's anything in this state, any building, any monument, any piece of art, anything that all people agree with and that all people think are the right thing, but I think that it is a valuable thing for us to look back at our history, and determine what are the lessons that we are showing the people today who we are today. For what purpose does the gentleman from [xx] representative [xx] rise?  Speak a second time on the bill   Gentleman is recognized to debate the bill or second time Thank you Mr. Speaker, and again to our House colleagues, and those who may be in the corridor, or listening and others on the internet who may may be listening. I spoke previously about the fact that we have all learned about the different ways that we view monuments and this of course, as you read the bill [xx] monuments to the military. And there are parts of this bill as I said, I don't oppose part one and part two of this bill that deals with flags, but let's face it  this bill is not one of high priority that was needed. We haven't had a rash of flag burning's or flag destruction around the state, and all of a sudden people have excess flags that are tattered or torn and don't know what to do with them. That's happening. No one has sighted not one incidence to that. We haven't had local municipalities moving monuments disappearing in the night, and people running a rally saying we need help, the monuments have disappeared, we don't know what to do. Someone save us that's not what has happened either even if we go back to April when this bill came through the senate there was an event that marked the start of that bill that seem relatively inconsequential, but still it had nothing to do with what this bill does now. And I appreciate Representative Blest saying there maybe a misreading of history. That's a key word history, history, he's story who's story? His story who wrote it? Who saw it?

Who is affected by it? And what effect did it have on them? So the history thing it's almost as if someone thinks is an object that's out there in the air sacrosing[sp?] and no one can talk about it  but again tomorrow's history is today's president. This is history today as Representative Alexandra said, and I pointed out several reasons why this bill quite frankly is not necessary nor is it ready for our consideration. Trying to measure up even to the standard of South Carolina and not being able to do even that in this bill, surely we could do better than that. I know that Representative Dollar[sp?] and I appreciate his commentary that a bill could be filed later on and that's always something I'm concerned about that we always say what, let's kick it down the road and we'll fix the bad part of it later and something will happen. Let's not deal with what we can do now to do the right thing, who knows who will be here down the road to try to do the right thing. I don't have a guarantee and neither do you, all we can do is do the best we can do When the time is here. I think a lot of history and sharing has happened as a result of this discussion. I don't think it changes the that this is a bad bill at this time and that parts of this bill don't need to be in this bill and should have never been in this bill. I feel confident that the flag is protected as you look at the bill, the disposal of the flags is protected. It's already provided for. Again, it's not an emergency. No one right now has to run of this chamber because they fear a tattered flag is not being disposed off properly. So the flag is really not the issue. These monuments, I went online and went to the department of cultural resources and said, let me look at the number of monuments in the state, and I started off, and got through the As looking at the descriptions in the stack wouldn't have been too high, so I said let's save the trees. But I did look at approximately 351 that they had in their inventory and 91 of them were Confederate related monuments. So, that is an issue we deal with in this state. The final thing they said was they don't really know how many of these monuments are out there, and how many of them they're going to be responsible for under this bill. They don't have a full inventory and so once again we're creating a cost on someone that we're willing to ignore right now so we can push this bill through. We have an alternative, we could certainly say, well this bill is not ready, we as a body are not ready, we can do better, and we're going to do the right thing and that of course would be to not hear this bill or not vote this bill out today and so, Mr. Speaker for a motion. I do not think this bill should be removed from the calendar here at the last moment for it's third reading after as the gentleman from Cumberland Representative Glazier pointed out, after full debate has been allowed on this matter. Thank you Mr. Speaker and colleagues of the House, you all know I like to tell stories about my personal experience especially when they relate to difficult subject matter, and this is one of these moments that actually the story I want to tell is about, it's a little bit about history, it's a brief history. It really starts just yesterday, just last evening after we left this chamber. First I'd just like to say how remarkable I think some of the worlds I've heard from some of my colleagues in this chamber today, they've told a story of their their personal quest, their personal journeys, they've told a story of my people, my father my mother, aunts and uncles who have been through a tremendous struggle and this contradict told my story, but the story I want to tell you is about the story of conversation, the story of communication. It's a story of a dinner I had last night where a group of friends from this chamber, and from this building people we work with every single day, got together for a dinner, and we talked and that conversation was quite incredible. There were legislators, there were lobbyists, there soldiers who went to war didn't necessarily agree with what they were fighting for, but fought just the same because it was their duty to do so, and a lot of what we're talking about today and yesterday came up during that dinner and we agreed and we disagreed, and I think there were moments of anxiety, and there were moments where the conversation probably could have gone in negative ways but they didn't because we cared about each other, we cared about the thoughts, we cared about I think what we thought was going to be a future for ourselves and our children, and the way we wanted to be leaders for this State and leaders of each other in this House. One of the things that bothered me last night and continued to bother me a little bit today, is that voices have in fact been silenced a bit. I was taken by Representative Baskerville's words when he said, I just want to know what these monuments mean to you. And it's discouraging to me that I know that there are voices on the other side that haven't For us what that monument meant to them but I do want to give a thank you out to a couple of folks who have talked to me, I actually met with myself and Representative Moore in the cafeteria last week, Representative Speciale came over and actually came over to our table in the cafeteria and talked with us a little about what these monuments and this bill meant to him and I want to thank you for taking that time to do that. I'm sure Representative Peter has shared in the past during his time here what he feels and how he feels about the heritage and this monuments and what they have meant to him, and I want to thank him for doing that. I think we have a special responsibility in this house on a weekly basis because we have special folks here every week and those folks are students in our high schools who were here, our pages, and what I would encourage them to encourage all of you to do students as best as they can to take from today is and to take from my dinner last night is to talk to your neighbor. Take an opportunity to meet and speak to people who you wouldn't ordinarily meet and speak with otherwise. Take the opportunity to ask them what does this subject mean to you? And make sure you always let them know your feelings on it as well. We've had a great debate. We had a great dinner last night. Everybody walked out of that dinner and we walked out friends. We didn't agree, we didn't all agree on every bit but we walked out understanding how each and every one of us felt. Thank you Mr. Speaker.
